I made a dummy part 3567 by just overlaying a 2x2 inverted dish with a upside down 2x2 round tile.but that's obviously not going to be in the law library like that,

Looks like
3968 is also in the instructions app, it appears in sets 71421 , 71425 and 71424
Can someone be so kind as to extract the RAW version from the instructions app ?

No, unfortunately these 3 sets are only available as PDF instructions within the app but no 3D version.
