I looked in all the spots we would pull this data from with no luck. The problem with these intricate small parts is that we need some sort of base data to build off of in order to make a usable part.

just wondering, but why can't we 3d build the reggae hair and hat onto the existing batman cowl? like remove or just obscure the ears and add those things? what do you mean by pulling base data?

3D modelling of complicated physical objects is hard and time consuming. Since the pool of authors is small, the different parts that LEGO produces is ever expanding, and our time is limited (as we are all volunteers that do this for fun), we tend to focus on those parts that have wide usage (i.e. appear in many sets). This is why, for example, LDraw doesn't have a lot of Bionicle parts in the library. It helps if you can get a hold of an already existing 3D model and, in recent years, we have done just that by using the resources in LEGO computer games and the instructions app. This gives us a base to improve on. This is also why 2 of your requested parts are available on digital-bricks as that site pulls and compiles the 3D data from the sources I mentioned earlier.
