Why is this part 10.2+29.8 in length rather than 10+30? When assembled in an engine, all it does it create a collision:

When assembled in an engine, all it does it create a collision:It's actually impossible to model properly without a collision (because LDraw parts are modeled with "ideal" dimensions): either you make a full axle hole (but it doesn't look right and nothing prevents axle to get through all the way) or you make it as it is done now. Axle joiner has the same problem, but it's hidden inside
