Hey, I would like to request this cloth minifigure collar. I've checked everywhere and could not find the file for this piece.

Part 20551 - Minifigure, Cape Cloth, High Rounded Collar


I don't exactly know how to create this part myself, but I'm open to learning! 

Oh, and here's an image of the cloth part I'm referring to.
