I am unable to find Flex Tube 21 Module with 3.2 Hole (27965) in ldcad. I need help in being able to use it in my model and able to flex it.

That part still depends on unofficial content, I usually don't make templates for those.
Attached is a first go, place it in your
%appdata%\LDCad\templates\path
folder while LDCad is closed. Afterwards it should be present in the "all flexible parts" group and find able by searching on "flex module"
I'm curious where is this normally used for as the hole doesn't seem to fit a technic pin

This is not a Technic part. The ends fit on any bar-shaped cylinder or in any clip. It looks to be mostly used as a minifig accessory.
