You have to wait till December 20th... then it is in the Calendar :-)
I do not think that it is on the PT since it is a 2017 print. It would be good to filter the PT for submits by year, i.e. to see if there are torsos submitted since the release of this part

Good idea, but why not simply use the keywords instead of trying tot describe it in the name?
For naming I'd suggest using LEGO's official names like you can find on Brickset for example?

Rename Torso to "Mini upper part" and add no. xxx for patterns?
One can easily look for an official set there and find out what minifigs are present in the set and what torso's (and legs and heads and headgear) are used.
The same problem indeed with finding the right torso goes for heads, legs and headgear and especially hair.
The specific part I was looking for would then be something like this:
Filename: 76382p3752.dat
Description (name): Mini Upper Part, No. 3752
Keywords: Jungle Exploration Minifig Torso pockets dark orange 6179212
6179212 being the LEGO partnumber
Same goes for legs and heads.
